What’s ODD about the ODD-EVEN rule for controlling pollution in Delhi

The odd even rule of the Delhi Government which will be implemented from 01-01-2016 to 15-01-2016 as an experiment to control vehicular pollution is as follows:-
* In place from 8 am to 8 pm every day except Sunday, will allow private cars with odd numbered licence plates on odd number dates and cars with even numbered licence plates on even numbered dates.
The exemptions to this rule are public transport buses, taxis, auto rickshaws,and two wheeler apart from some VIPs, Medical emergencies etc.
What is odd about the plan is that two wheeler vehicles like motorcycles, scooters, etc which contribute 33% to pollution are exempted from the odd even rule

The Delhi Government plans to repeat the ODD/EVEN experiment again with more modifications and the possible dates for the second phase could be Feb 14,March 01, April 1 or May 1. For this purpose the Delhi Govt is inviting public opinion on a 6 point questionaire through e mail. The six broad questions are, Whether the scheme should be implemented again. If yes when it should be done and for what duration. Whether people should be encouraged to buy a another car. Whether exemptions introduced earlier where up to the mark or need to be reconsidered ?
